赵启让1939年生，书林斋主人。

1962年毕业于兰州艺术学院。

受业于留学法国的著名教授、学者吕斯百、常书鸿、刘文清、方匀。

他涉猎广泛，善于文史哲的钻研，并将琴韵、球技和舞艺融会贯通于书画艺术，重视书画之外的学识与修养。

他坚信中国传统文化的博大精深，尤其是绘画艺术，如果书法过不了关，终究难成大家。

他特别看重《六法》中的气韵生动和骨法用笔，因为这是中国传统绘画中的灵魂。

他学习书画艺术的起点很高，敢于走前人没有走过的路。

经数十年“外师造化，中得心源”和矢志不渝的执着追求，终于形成了他左右开弓，双管齐下，随心所欲，顺其自然的书画艺术技法和潇洒飘逸、跌宕起伏的书画艺术风格。

他始终追求的是“有法而无法”的极富哲理的至高艺术技法和艺术境界。

赵启让原先画油画和水彩画，也搞过版画创作，以后专攻中国书法与绘画。

得力于京、津、沪名流邵宇、孙其峰、沈鹏、顾廷龙、郭绍虞等先生的指点。

他的书法渊源于二王、苏轼、米芾与王铎，绘画则源出于石涛、八大。

其书画作品大有“淡泊明志，宁静致远”的艺术境界。

纵观赵启让的书画作品，总的印象是：绝对的中国传统文化的来路，然而更多的却是面目一新的现代意识与强烈的时代感。

他多次参加国内外的大型书画展览和书画大赛，是唯一入选和获奖的双管齐下书画家。

许多书画作品被全国的出版社和报刊杂志出版发表。

很多书画作品流传海内外，一些书画作品被国内外收藏。

在数十种大型典籍中，他是唯一入编和入选的双管齐下书画家。

在《中国传世绘画》、《中国传世书法》、《中日书画名匠全集》、《中韩书画家作品精赏》、《世界当代著名书画家真迹博览大典》、《现代中国绘画》、《现代中国书法》等大典中均有展现。

1981年因其为上海人民出版社编辑出版的《书林》杂志封面题字，而受到了海内外的广泛注目。

上海《书法》杂志刊登其作品，并用英、日文版向海外作了宣传和介绍。

1999年10月在上海民主党派大厦举办了中国有史以来第一次个人双管齐下书画展，得到了各方人士，

特别是业内人士的好评。

2001年6月随文化部赴法、德、奥、意等国举办展览和进行文化交流活动。

其作品同时也在日、美、韩、新等国展出。

2002年5月在有数十个国家和地区参加的中国北京国际艺术博览会上，其双管齐下书画作品同样得到了广泛好评，

并被以中国美术家协会主席、中央美术学院原院长靳尚谊为首的评委会评为一等奖。

文化部《中外文化交流》刊登其作品并向海内外200个国家和地区作了宣传与介绍。

另外，他对篆刻和诗词亦有研究。

曾获方毅、邵宇、沈鹏、王学仲、李铎、孙其峰、桑介吾、顾廷龙、郭绍虞、王蘧常等名家的好评并题词。

出版有《中国唯一的双管齐下画家——赵启让画集》和《中国唯一的双管齐下画家——赵启让书法集》。
